Description taken from the verso of the Press Photo

Negro Protest at Crime Conference

Protesting the failure to include the subject of lynching in the Attorney General's Conference on Crime Program a group of Washington, DC negroes are shown as they lined up in front of D.A.R. Memorial Hall,  each with a piece of hempen rope around his neck.  As a result of arrest for picketing on the first day of the conference the negroes refrained from parading or gathering in a single group.  Photo shows the line.
